I received a Marriage License in the mail after being married in the state of Georgia, is that what I need?

My husband and I got married on January 4th 2011 in the state of Georgia, I live in FL and he is stationed in Japan. We took the first license we received that day and went to our local base and I enrolled in DEERS and tri-care and got my military dependant ID. The base in Atsugi Japan said we needed to wait for the "marriage certificate" in the mail before they would start my command sponsorship.. no big deal we waited for it in the mail. My husband got it and I happen to be there visiting so we went together to present our 'certified copy marriage license' that we had just received in the mail, well low and behold PSD advised us they can't accept the license they need the certificate. It says certified copy, it's been signed by the clerk probate court and it has the upraised seal. I just need to know if the state of Georgia issues a "Marriage License" or a "Marriage Certificate"?
